Introduction
Many organizations are recognizing the importance of Process Safety Management (PSM) and the need to set performance targets to world class “operational excellence” to succeed - or even to survive.
What has been lacking is a clearly defined process for focusing on the underlying PSM culture that is necessary to facilitate the management system to be effective and to have a breakthrough to the next level of performance.
Program Objectives
AcuTech mapped key PSM culture references and helped frame a new model of essential elements of a PSM culture. These formed the basis of a holistic model including the most important factor of a principle addressing Leadership and Process Safety as a Core Value.
Key to the success of a PSM culture improvement initiative is the assessment of the current status of the program and a means of continually evaluating the results on a semi-quantitative scale. AcuTech developed a set of measurable attributes for each of the ten elements and then assessed the operation at the management, group, and individual level to determine the degree of variation from these principles. This was used to develop a workplan for improvement based on a scoring system to allow for the site to benchmark their performance with others. The resulting assessment was done in conjunction with a more traditional PSM audit and the additional PSM culture assessment was shown to provide more insight to the underlying reasons to explain the management systems audit results.
AcuTech believes a new focus on PSM culture will prove to be an invaluable means of achieving excellence in PSM.
